The part so cleverly written is "and will touch nearly every citizen's life."   To the middle class this means HOLD ON TO YOUR WALLETS, YOU'RE ABOUT TO BE TOUCHED!   Yes friends, that's change we can believe in.   As in, "I believe that I will be broke soon."   Jeez, Louise!
